Governor Jeb Bush has signed a controversial amendment to the 1994 Everglades Forever Act, extending indefinitely the 2006 deadline for restoring the quality and quantity of water flowing through the afflicted ecosystem. Once implemented, the restoration plan would bring boatloads of federal bucks. But instead of moving along with the program, the Florida legislature and its friends in the sugar industry seem intent on back-paddling.
