To help us pinpoint under-the-radar hotels with panache and reasonable room rates, we turned to Andrew Harper, whose newsletter, the "Hideaway Report," has been recommending small luxury hotels to its exclusive readership for three decades. Harper (the name is actually a pseudonym for a longtime travel writer who anonymously visits the hotels he reviews) agrees that price is not always a reliable predictor of quality in hotels.
