Concierge.com's insider take:
This elegant eatery—part of a fine small hotel of the same name—on Tortola's Little Apple Bay is one of the best restaurants in the Caribbean. Presided over by the charming Irish manager Patrick Conway and owned by food writers Jinx and Jeff Morgan, Sugar Mill manages to consistently deliver highly creative dishes (the menu changes nightly, in itself a considerable feat for an island restaurant) based on West Indian treatments of imported duck, lamb, salmon, scallops and shrimp or fresh local fish, lobster and conch, usually with California-Asian flair. Candles flickering against the hushed stone walls of the 17th-century sugar mill lend a historically romantic ambience to the dining room. A large copper boiler anchors a garden at one end of the room, which remains open to the night air. The combination of fine food, service and setting make it the island's best choice for a splurge night out for those either staying on Tortola or anchored in Soper's Hole or Cane Garden Bay. Sugar Mill also offers a casual lunch restaurant, Islands, on the water adjacent to their pocket beach.
Open nightly. Seatings every half hour from 7 to 8:30 pm.
