True to its name, the rooftop dining room atop the 30-story Sheraton Lisboa in ritzy Saldanha has dramatic floor-to-ceiling windows overlooking the city. Rising star Henrique Sá Pessoa contrasts regional tastes with Asian and Mediterranean ingredients: A salad of dried fruits and papaya compote is sprinkled with Azeitão sheep cheese, and cod fillets are served with clam ragout and poejo-infused olive oil. The dishes are as artful as they are flavorful, and the Belgian chocolate fondant with ginger ice cream is to die for (entrées, $30–$53).
