The swank 16-room Quay Hotel (opened in spring 2008) mixes a mod Jetsons aesthetic with a solid environmental ethic. Owned by the same folks behind the well-regarded Foreign Correspondents Clubs in Phnom Penh and Siem Reap, the Quay is the first carbon-neutral hotel in the kingdom: Emissions are offset by financing a project that provides rural villagers with fuel-efficient wood-burning stoves. The minimalist rooms, decorated in shades of cream with teak accents, Swan chairs, and flat-screen TVs, also incorporate eco-friendly materials such as hand-loomed Khmer silk and natural soaps. Rooms 15 and 16 on the top floor have the best river views; avoid the windowless back-of-the-house quarters, which feel like space capsules. Although the Quay is located on busy Sisowath Quay, you might almost miss it—the reception desk is behind the in-house Asian fusion restaurant, Chow. On the roof, there's a deck equipped with a Jacuzzi, wine bar, and a pair of tents overflowing with pillows—the perfect place to toast a Mekong sunrise or take in the Water Festival boat races held every November.—Christopher Cox
