Yes, women in Turkey aren't legally required to cover. Yet cultural mores (which do reflect religious traditions to varying extents) dictate that women do not walk alone on the street if they are dressed more "provocatively"--by which I mean not wearing an unbelted trenchcoat. Ladies, when in Istanbul (doesn't necessarily apply to Izmir or coastal resorts) aim to have at least your shoulders and knees covered if you're past puberty. And all travelers should avoid wearing flip flops should they not want to be branded tourists--that's what Turks wear around the house to "prevent pneumonia." report a problem
