Your description of Phuket Pavilions is quite accurate, however you missed one critical point: Phuket is a beach resort, raising expectations of beachfront locations, or at least 'near the beach' locations in future visitors. Phuket Pavilions is far from the beach.
It's rooms are indeed luxurious, and the 360 Bar at the top is gorgeous, and a great place to meet local expats. However, visitors should be aware of the location. Hilltop, fabulous views over the Andaman Sea and ideal for those who are not beach people.... but too far from the beach for those who want sand and water close to their beds.
