At Mahalika Café, on the fourth floor of a seedy but lively Karama district hotel, a Filipino cover band belts out eerily accurate facsimiles of any decade's dance hits. A joyful vibe and inexpensive (by Dubai standards) pitchers of vodka-spiked fruit juice pull in the crowds.—Susan Hack
